In a unitary decision, the entire organization or a part of it, e.g. the department, the scrum team, the works council, …

A decision is explicitly sought that everyone is convinced of (and not merely does not have sufficient resistance). DAD calls this high consensus or full group acceptance (see consensus vs. consensus). In the end, there is a common opinion that the alternative that everyone is most in favor of has been selected.

The matter to be decided is then usually worked out together. A real decision is therefore not made at all. Concerns are integrated and the proposal is adapted again and again until all members are of the opinion that it is good. This usually takes a long time and is very labor-intensive, which is why it is only used for existential issues.
